Panuku and Ngai Tai Waipareira Housing Limited have unfortunately reached a stalemate in discussions to agree a level of social housing that both parties feel comfortable with as part of the Tavern Lane development in Old Papatoetoe and, as a result, negotiations have ended. Panuku is reassessing how and when it takes the Tavern Lane site to market.

Panuku has remained consistent at all times in regards to the elements of the development including the social housing component, which was agreed to by both parties from the outset with the ambition of achieving the best outcome for the local community.

The heart of Old Papatoetoe is set for a refresh to modernise and enliven the area and make it safer and easier to get around.

Panuku is leading the renewal of the Old Papatoetoe mall — a 2.5 hectare block of land on the southern side of St George Street, between Tavern Land and Wallace Road. 

The much-anticipated revitalisation will open up the current mall area into a new plaza space, making it a more pleasant place to spend time. The shops will be reconfigured and there will be new shops and food spots.  It’s also anticipated the refreshed mall will become home to a medical/health hub with pharmacy, physiotherapist and doctor. 

Other important components of the revamp include the upgrade and expansion of the adjacent Papatoetoe New World supermarket led by Foodstuffs North Island Ltd, which will commence in 2018, and the reconfiguration of the car park to make it more pedestrian-friendly.

Building of the new mall will be completed in two stages. The first, which includes approximately 80 per cent of the work, will be completed in late 2017. The second stage will take about six months. The two stages are necessary so that access to the popular Papatoetoe City Centre Pharmacy is maintained throughout.

What will it look like?

The design will celebrate the identity of Old Papatoetoe.

  • The puriri, phohutakawa and titoki trees that are such a central feature of the plaza will be kept and celebrated in the redesign. There will be more seating and grassed areas to relax.
  • The use of colour in the signage and seating reflects the Papatoetoe crest. Also included in the signage is the Papatoetoe motto “Kai Mahi Tahi” (let us pull or work together).
  • The metal work in the street furniture and signage platforms are traditional features that fit with the Old Papatoetoe style that’s been adopted by the community.

Why are we doing this?

Old Papatoetoe is a growth area, with many more people expected to move here over the next decade. 

This is an opportunity to cater for that growth by using council land and improving the town centre economy.  Panuku is leading this upgrade and will work closely with the Ōtara-Papatoetoe local board as it progresses. 

The Otara-Papatoetoe Local Board made the revitalisation of Old Papatoetoe Town Centre a priority in their 2014 Local Board Plan.

Panuku also plans to work in partnership with a private developer to build around 80 homes on the large car park adjacent to Tavern Lane. This opportunity is currently being marketed by Bayleys Real Estate.
